SELECTMEN’S PUBLIC MEETING 1/10/2005
The Chairman of the Board, Arthur G. Houle, opened the meeting on Monday, January 10, 2005, at 7 PM.
Present at the meeting: Arthur G. Houle, Sandra A. McKenney, Peter A. Viar, Selectmen; and David M. Jodoin, Administrative Assistant.
Present in the audience were: Lt. Shaun Mulholland, Deputy Chief Robert Martin, Debbie Pellissier, and Maurice LaPlume.
The Selectmen met with Debbie Pelissier and Maurice LaPlume from the TrailDawgs Snowmobile Group who are requesting the Selectmen to waive the monthly fee for using the Fire Station Conference room on the 1st Wednesday of each month for their meetings. The group is insured and the Town has a certificate of Insurance from them. This is a non-profit organization that works closely with the Fire Department to insure that the Snowmobile trails are maintained in case the need arises for the Emergency personnel’s need to transport an injured individual. After discussion a motion was made by Sandra McKenney, seconded by Peter Viar, to waive the monthly fee and allow the TrailDawgs to have their meetings at the Fire Station from September to April. Motion passed. A copy of the certificate of insurance as well as the Rental Application is on file at Town Hall and will need to be updated prior to it’s expiration.
The Selectmen were introduced to a new firefighter, Brian Durst, who is actually a former firefighter with the Town of Allenstown. A certificate of appointment was signed by the Selectmen.
The Selectmen reviewed the 2005 Crash Maps from the State that need to be updated for the 911 programs. The Police Department and the Fire Department are working together to make sure people can be reached at their home address and that the numbering on the streets are correct. Several mobile home parks do not have the right street name or numbers on the homes. They need to be re-done. A Public Hearing will be held on May 16th, with the changes to be effective on July 1st, regarding 911, street numbering and amendments to the Town Ordinance.
The Selectmen’s Public Hearing for the Police Station Bond on the new building will be held on Wednesday, January 12, at 6 PM at the Fire Station.
The Public Hearing for the School Bond issue is Saturday, January 15th at 8 AM, followed by the Town Budget Hearing at 10 AM at the Allenstown Elementary School.
David stated that the Town Engineer for McNamara’s Landing, recommended to Town Attorney that it would be permissable to use a crash gate with a lock box on Lincoln Street and wanted the Selectmen’s opinion on the matter. The Selectmen thought it would be best to use a regular gate.
A motion was made by Sandra McKenney, seconded by Peter Viar, to accept the minutes of the Selectmen’s meeting of January 3, 2004. Motion passed.
Sandy reported that the ARA will have a bake sale at the Town Deliberative session and flyers will be posted for the Valentine’s Dance.
Selectperson McKenney stated that the Fire Department conference room and the bathroom need to be cleaned, especially if meetings are being held there. With two full-time firefighters and two resident firefighters, attention should be given to housecleaning. Chairman Houle stated that the Fire Chief should be aware of this issue.
There is no Selectmen’s meeting on the 17th. It is a legal Holiday.
Selectmen Viar inquired about the problem with Bill Gelinas and Mr. Johnson regarding the proposed Gravel pit on Gilbert Road and the cutting of trees past what the Zoning Board stipulated. Chairman Houle said that had been taken care of, according to Bob Lee, Chairman of the Zoning Board and a berm would be put in place.
A letter was read by Selectperson McKenney regarding Chairman Arthur Houle who is stepping down from his Selectman position, effective March 8, 2005. Chairman Houle has found it hard to be able to attend all meetings while trying to get his business off the ground as many auctions are the same night as the Selectmen’s Meetings. Chairman Houle wanted it done this way so that it would enable someone to run for a one (1) year term this year.
A motion was made by Sandra McKenney, seconded by Peter Viar, to adjourn the meeting. Motion passed. The meeting was adjourned at 8:25 PM.
